Main text for Europeans to follow the negroes. When this matter is more mature I will most humbly revert with further proposals on the subject. Should Your Majesty order to appoint Major de Nully Militia Commander and Captain Heyliger Deputy Militia Commander, I dare suggest the Head of the Christiansted Division, Captain Samuel Abbott for Captain (of horses). Head of "Prindsens Liv Eskadron", and Commander of the Cavalry, and First Lieutenant James Brown for Captain and Head of the Christiansted Division. Regarding the part of the Deputy Militia Commander, Major Smith's application, in which he asks for compensation for the time when he during the English occupation served as Militia Commander, I think that first it was under a foreign government to which he should have presented his claim, secondly the land treasury only during the last couple of years has been able to pay off some of the considerable debt it added to Your Majesty's cash from 1815 to 1820, and finally since Major Smith isn't considered needy, I cannot recommend him for this compensation. I owe him, however, to state that he when the Englishmen left the Island showed a most unselfish, honest and honorable behavior. Most humbly B.

While most humbly sending an application received today from Captain Markoe asking to be appointed Militia Commander, I most humbly point out that although he is the oldest division commander and a very respectable man, I do not regard him as suitable for the Militia Commander position as either Major de Nully or Captain Heyligen. Should Your Majesty, however, want to show him a favor I dare to recommend him and the oldest but one division commander Captain Smith - for their long and loyal service - to be graciously appointed Captains a la suite of Your Majesty's Army, however without any rights to join the detail of the same. But if Your Majesty should show them this favor, I also dare to ask, partly since it's a reward, partly since the circumstances of both these men are not the best that the admissions may be granted them free of charge.
